You need to show that this is a valid courtship. When applying for the K-1 visa, you need to show photographs of them dating, wedding plans, e-mail love letters, phone records showing that they have called each other, etc etc. She can try to enter the US by applying for the B Tourist visa, but this can be very difficult to obtain since you need to show that she plans on returning to HK after her visit to the US. If she enters the US on the B Tourist visa, then she can apply for the marriage based Green Card. There is no guarantee that the GC will get approved.

You could petition her thru K-1 visa. She could be interviewed in the US Embassy in HK but she must be provide police clearance and Certificate of No Marriage (CENOMAR) from the Philippines.Provided that both of you satisfies the requirements for a K-1 visa petition it will not be hard.I suggest you join the Philippine forum in www.visajourney.com as I've known some couples there who are in K-1 visa process whose Filipina fiancees are working in HK.They could give you more insights and experiences as you are in the same situation. If you're asking how hard it would be to get a tourist visa, then the answer would be pretty hard, especially if the Filipina in Hong Kong was working there as a domestic. It would be hard to show that this person intended to return. But, if you're talking about a fiance visa, then it would be no different than it would be for anyone else.
