what i mean is i am neither chinese or hong kong resident, i want to have a job in hong kong, what is the requirements? is it hard to obatain the visa?, work visa especially

It is quite hard to get a working visa to HK since the government has a policy of prioritizing their citizens. It can be a long process, but it's not impossible.
