Can a Hong Kong passport holder stay and work in mainland China unconditionally


Can a Hong Kong passport holder stay and work in mainland China unconditionally?
My relative has a Hong Kong SAR passport & identity card with the right to abode in HK. Can he enter mainland china as frequently and stay as long as he wants? Is there any condition to him working there? If it is at all relevant, he is also a US citizen. Please attach the relevant links if possible.

Hong Kong citizens do not need a Z visa as they have a right to be on the mainland. However, there are possible drawbacks,the employer would have to pay an extra 32% of your pay into a super fund and for health services, and you would have 12% of your pay deducted for similar services! And to be eligible for this special status you have to register within 10 days of starting employment. Go through this undermentioned link for precise details.Holding a US passport at times is disadvantageous visa viz the Hong Kong passport.

China do not recognize dual citizenship. So that person is either a US citizen or a Chinese citizen. For a US citizen, a visa is required to travel and work in China and that person has US protection. For a Chinese citizen living in Hong Kong, a 'home coming card' is required. Then the person can travel as frequent and as long as he/she likes. Anyone entering China with a home coming card, is not foreign citizen and will not get US protection, if that matters. Anyone working in China has to pay tax.

HK and Macau are special regions for China. You can be using both passport from boht HK and USA. Just use your HK ID card when you enters HK and use an USA passport when you travel. You cannot enter China with your HK ID or passport. For HKs, you can get a "Home Return Card" to enter China. The "Home Return Card" has a 10 years expiration day. You can stay in China as long as you wish, and you can work in China. I am not sure if there is any difference for taxes, and you may not get some benefits that China citizen has...
